NEMO PRESENTATION

John Rozo of UCONN Ext. gave a presentation regarding alternatives to pavement and advantages of using pervious materials and best management practices.

A.  Ken Metzler called the meeting to order at 9:00 PM.

D.   New Business

1.      File #W2004-17 – Application to modify and extend original wetlands permit #97-020 to add a 26’ x 38’ addition to existing 4000 sq. ft. building at 25 Village Hill Road. (Map 39, Lot 12) Owner/Applicant:  Robert Whalen, Mycoscience, Inc. (Received 6/28/04; Hearing/Decision: 7/26/04) Consensus of the Commission was that the original permit was for 5,000 square feet and if there were no further impact it would not be a problem. Tabled until next meeting.
2.      File #W2004-14 Application for selective harvest of timber on property at Mihaliak Rd. and Mihaliak Rd. Ext. (Map 50, Lot 3) Owner: Mary & Walter Litwinczyk; Applicant: Grossi Forest Products.  (Received 6/14/04; Site walk 6/28/04 7:00 P.M.; Hearing/Decision 7/26/04) Dave Schreiber moved to approve the application with the conditions that best management practices are followed, the corduroy be removed after finishing and the skid trails be seeded and mulched upon completion Kathleen Pacholski seconded. Unanimously Approved.

 
3.      File #W2004-18 – Application for declaration ruling of no impact for 3-lot subdivision as Phase I for property at Tinkerville & Lustig Roads. (Map 36, Lot 12) Owner: Meredith Fuentes; Applicant: Mansour Developers. (Received 6/28/04; Decision by 7/26/04) The consensus of the Commission was that a plan showing future plans must be submitted before they could make any decision regarding this application.


4.      Karl Acimovic talked with the Commission regarding an application he will be submitting soon for the replacement of Kechkes Road Bridge. The Commission said they would set up a site walk as soon as plans are submitted to the Commission.

 E.   Old Business

1.      File #W2003-44 Notice of Violation  – Filling of a wetlands and grading and filling activity within the upland review area without permits on property located at 315 Daleville Rd. (Map 7, Lot 10B) Owner:  Harold W. III & Rene Bruce; Contractor:  All-Phase Enterprises, Inc. Tabled.
2.      File #2003-49 - Notice of Violation:  TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road. Tabled.
3.      File W2004-11 – Notice of Violation – Maintaining a stump pile, stockpile of potential topsoil, and compacted brush storage pile within a wetland and upland review area on Clover Springs Farm Subdivision Phase II property located off Battye Rd.  (Map 9, Lot 7) Owner:  Joseph Voboril.  Karl Acimovic will be overseeing this.

I.      Leon Kouyoumjian made a motion to adjourn the meeting at 10:00 PM Dave Schreiber seconded. Unanimous
